Illegal Immigration Instructions?

Okay, disregarding the snide comments about burros and sombreros, the document linked from this page is pretty disturbing. It's an instruction manual for Mexicans illegally entering the US, and it includes instructions on how to stay in the US and not be noticed. Oh, and it's published by the Mexican Government!!!

What it proves is that neither side (Mex/US governments) really has an interest in stopping the flow of illegal aliens. Despite Proposition 201 in Arizona passing strongly, the elite are fighting it, after all - those people who come into our country illegally, don't pay taxes, remove money from the economy, and allow companies to lower the standard wage due to the large cash-based labor pool DESERVE, DESERVE I tell you, to be supported by American taxpayers.

Funny how Mexico has had a law on the books similar to Prop 201 (which prevents illegal aliens from receiving social services) for a very long time. Americans in Mexico can't get social services unless they entered the country legally. Why is it bad for the US to reciprocate and try to save social services for legal citizens?
